Meanwhile, Association of Directors of Adult Social Services president Stephen Chandler said: “I know that there's been some suggestion that as part of the spending review, government will look at…whether there might be change in the ability of councils to raise council tax at a local level.” However, describing it as a "big step", they added: "I think Number 10 would baulk politically at a tax rise on the back of however much the Treasury would like it." With less than a month remaining until the publication of the spending review, LGC spoke to a series of sources from within the finance and social care sectors who all believe moves are being made to allow councils to raise more money than currently permitted through council tax. The Treasury is understood to be considering allowing councils greater freedom to increase the adult social care precept levied on council tax bills without being required to hold a referendum.
